Sometimes, making a difference starts with simply noticing something that doesn’t feel right.

For one Tampa Bay student, that moment came while watching a news story about a family caring for seven foster children. High school senior, Sophie Stowell remembers watching the news story and seeing young girls carrying their belongings in trash bags as they transitioned into a new home. She couldn’t shake the feeling of wanting to see something different.

That moment inspired Fostering with Dignity, a student-led initiative providing luggage and duffel bags to children entering the foster care system. Through a collaboration with the Tampa Bay Sun Foundation’s Gear Goals program, Sophie’s mission is now making an even greater impact in the Tampa Bay community.

Turning Concern Into Action

After seeing the news story, Sophie began researching the issue and discovered that Florida did not have a law requiring children entering the foster care system to be provided with bags for their belongings.

Rather than accepting that reality, she decided to advocate for change.

With support from her dad, she drafted proposed legislation and began reaching out to state legislators. Her efforts eventually helped lay the foundation for House Bill 279, along with a companion Senate bill during the 2026 legislative session.

Although the bills ultimately died in committee, she wasn’t ready to stop. Instead, she turned her focus toward creating immediate change by organizing luggage drives and partnering with local organizations.

Her goal is simple: replace trash bags with travel bags that restores a child’s sense of dignity.

Why a Travel Bag Matters

Sophie’s passion for the cause is personal.

After Hurricane Milton displaced her family from their home in 2024, she experienced the uncertainty of leaving home with only what could fit into a suitcase. Her family moved between four hotels before eventually settling into an apartment while their home was repaired.

During that time, one faded blue suitcase became a source of familiarity and stability.

That experience gave her a new perspective when she learned about foster children moving from home to home without that same sense of consistency.

“I want to be able to provide that for them, whether that be through legislative change or getting bags directly to them.”

Community in Action

Through the Tampa Bay Sun Foundation’s Gear Goals program, the Foundation worked with Sophie to help turn that vision into reality.

Gear Goals provides free soccer equipment and gear to youth players, teams, coaches, and organizations throughout Tampa Bay. This partnership expanded that mission by providing brand-new duffel bags to support Fostering with Dignity and its efforts to serve local foster children.

For Sophie, the collaboration represented more than a donation. It was another example of what can happen when a community chooses to support a young person with a big idea.

“I could not be happier with how the duffel bags turned out. They will be amazing for the children who receive them!”

What’s Next?

Now beginning her senior year, she continues to host luggage drives at local churches and plans to bring the initiative to her school this fall. She hopes to expand the effort throughout her final year in Tampa and reach even more foster children.

She’s also working toward reintroducing her legislation during the 2027 Florida legislative session, with the goal of creating statewide change for children entering foster care.

At the Tampa Bay Sun Foundation, we believe community impact can start anywhere and with anyone. This initiative is a powerful reminder that age doesn’t determine the ability to lead. Sometimes, all it takes is one person who sees a problem, believes it can be different, and has the courage to act.
